Default Reaper proc damage scaling after U49

I'm almost positive something changed here based on the damage I saw in the short time frame I could play U49 after it was up.

Prior to U49, I had a weapon with force ritual on it, which was rendered pointless in reaper mode (not the entire weapon, but the 1 force damage always registered as 0 damage in R1 and above, see below). After U49 that same weapon started registering as 1 damage in R1 and R2 where I tested it. I wanted to test it because I theorized that the doublestrike/doubleshot change that applies a multiplier (x2 for doublestrike, x3 for triple, etc) might end up multiplying the proc damage before reaper scaling and therefore make it more likely that low damage procs produce some small damage instead of being reduced to 0.

The force ritual proc is a handy way to check this because it's always 1 damage. What I saw after U49 was that on any hit (most of mine at that level are not doubling) the proc damage showed as 1; so now I'm wondering if while making the changes to procs they set a floor of 1 for damage procs - regardless of whether the reaper scaling for proc damage happens before or after the multiplier.

Two notes - one, maybe I'm misremembering that the proc was always zero on R1+; maybe it was zeroed out on R3+ and that is what I'm recalling? I could have sworn the last quest I ran R1 before the update it was shown as 0 damage. Two, yes I realize 1 damage per hit is practically meaningless in reaper or even in general; I'm curious if my memory is faulty, did anyone else play after U49 and see this working differently, any other insights on how the new proc-multiplier system works wrt reaper...

If you'll allow me this rare indulgence... *ahem*

    YESSSSS IT WORKED!!!! YESSSSSSS FINALLY!!!!!!!!

*cough* apologies, not sure what came over me. Won't happen again.

We had to redo some of the damage effects code to handle procs and this bug happened to be in the same place. Very very happy that it's finally working.

Thanks, this is a great change; the increased damage may not amount to much but to me it is good and reasonable that an effect or enhancement a player obtains does something even in reaper, and even if it's just 1 damage.

Maybe add a zero or two after that 1 damage
