What I'd like is legacy awesome gear, old stuff that's really hard to get because of stupid drop rates, broken systems, or neglected content, but is obsolete in today's endgame.

Or even a selection of old epic shards? Like for Xuum / SoS / etc?

A return of the gift selection from the 10th year anniversary would be nice, though they'd probably need to change it to a token-based system to ensure you're limited to certain number per account instead of giving it out to any character, even newly created ones as it previously worked, since I'm sure a number of people had jeweller's toolkits around & rolled up throwaway characters to grab a minos legens & extract the HP augment. Still, add to the list a box with 500 runes from the raid of your choice & that'd be pretty stellar since that way people could have the option of getting a nice piece of gear outright, allowing them a head-start if they're new to raiding, or just get a chunk of progress towards getting a certain piece if they aren't able to raid very often.

In theory expand access to raid items for folk who don't raid.

But not straight giveaways as it would reduce raid running. Perhaps 80 raid runes for each raid, so that folk would be encouraged to run them to gain items?

I'm not sure it should be a "Hammer" but dang, I like the effects on this weapon.

Slows Target by 50% - Can only occur once every 30 seconds for balance (or some such nonsense the developers will demand), no save.

Paralysis on Vorpal, no save - Sweet! Maybe switch to critical? Also placed on timer?

2% chance the target disconnects - Just change this to (Improved) Vorpal effect but with your flavor text (i.e. Coding/behind the scenes its just "Vorpal"). This will also provide the weapon with a .5[W] dice Call it: Disconnect

(New effect) Am I lagging? - On a natural 1, gain a stack of Lag. Lag reduces your run speed by 2%. You can have no more than 10 stacks of Lag. One stack of Lag expires every 6 seconds.
