Are the changes to the DDO Market permanent? I need to purchase Menace of the Underdark but already have Sharn and Ravenloft, so the new bundle is more than I am looking for.

Not 100% sure, but looking around the new Market it certainly doesn't appear that you can at the moment.

Not on the market but you still can on Steam at least on my region. Not best solution, just a work around if you really need it.
