The basic strategy is get Charisma as high as possible, cast hold monster on everything, kill with Wail of the Banshee/sonic SLAs, and charm stuff when necessary. It can be more melee focused by swapping a few feats.

    Bard 20
Drow: 20 starting Charisma and +2 through racial cores (because I don't want to look like a lizard person, I admit dragonborn would be better)

    STR 8
    DEX 10
    CON 16
    INT 10
    WIS 8
    CHA 20

All level ups go into Charisma.

    Jump
    Tumble
Haggle (when INT tomes kick in)

Relevant Past Lives: Wizard x3, Favored Soul x3, Dragonborn x2, Half Elf x2

Some of the metamagics can be swapped for ISWF/GSWF/IC:P if I feel like doing more melee on any given ETR. Force Personality is also a possibility if I want to give something else up.

    Feats
    1. Single Weapon Fighting
    3. PL Wizard
    6. Quicken
    9. Maximize (ISWF)
    12. Spell Penetration
    15. Necromancy Focus
    18. Greater Necromancy Focus
    21. Inspire Excellence
    24. Embolden Spell
    ED26. PSWF / PTWF / ESP:Sonic / Lasting Inspiration
    27. Epic Necromancy Focus
    ED28. Elusive Target
    30. Intensify (GSWF)
    ED29. Arcane Pulse
    L. Scion of the Shadowfell

    Enhancements
Spellsinger 41 (Tier 5 and capstone, Wail of the Banshee and Mass Hold Monster)
Drow 6 (+2 Charisma in cores)
    Harper 7 (+1 Charisma core)
Swash or War 26 (+2 Charisma, can do either tree depending on whether I want more melee dps or more tankiness)

    Spells
Level 1: Focussing Chant, Merfolk's Blessing, Otto's Resistible Dance, Remove Fear, Grease
Level 2: Rage, Blindness, Invisibility, Glitterdust, Suggestion
Level 3: Displacement, Haste, Cure Serious Wounds, Fear, Charm Monster
Level 4: Otto's Sphere of Dancing, Dimension Door, Freedom of Movement, Cure Critical Wounds, Hold Monster
Level 5: Suggestion Mass, Greater Heroism, Mind Fog, Cure Light Wounds Mass, Shadow Walk
Level 6: Charm Monster Mass, Heroes' Feast, Otto's Irresistible Dance, Greater Shout

Yeah, this is my build until I either finish all my epic past lives or until Bard gets a class pass.

I love it. It is excellent against anything that can danced, held, or wailed. The DCs are so high that I use the level 1 spell Otto's Resistible Dance most of the time in EE/R1. At level 23 I was in R1 slavers landing most of my CC spells, Wail was maybe 40-50% landing.

I run into the occasional champ that is immune to both mind affecting spells and autokills, so those can be rough to deal with. Bards aren't inherently very tanky, so that's just something you have to live with through tactics and smart play.

The build is weak against undead and constructs, but for the most part I just blast them with Shout/Greater Shout. I'm considering trying one life where I go T5 in warchanter for spinning ice because it will work on undead and consturcts. The trade off will be lower Enchant DCs, lower spell penetration, and no Mass Hold Monster. It might work, it might not. I'm going to try that one in a couple lives.

I'm currently in my listed build, but next epic life I'm going full melee bard to try out the Thunderforged weapons that I'm almost done with. But I always come back to the Wail build. For a pure caster bard, Warchanter is a better 2nd tree for the added hp/prr. I've been doing Swash though for better melee dps for undead/constructs. They both play pretty much the same though.

The ring is nice, but far from a must have. It'll eventually drop. Took me 60+ runs to get a buckler of the demonic soldier.

Did you twist in T4 Shiradi?

I'm guessing you posted here by mistake, but sometimes I do twist in T4 Shiradi absorption.
