I think the devs should give in and let people ETR easily, just like you can HTR easily. The TR system keeps players playing...which is turn keeps them spending money on the game.
Trying to profit off the ETR system is like charging customers to eat the salted peanuts at a bar. The salted peanuts are there to make people thirsty so they in turn spend money on drinks. Same thing with ETR. It should be easily acessible if not free so people are encouraged to keep playing and spending money on the game.

Um, I think our definitions of bizarre don't match. If you want people to spend money on your product, you have to make it comfortable. You want to give them what they want. Turbine (and you maybe?) seem to think this works backwards.
It costs roughly double the TP to buy XP pots for an Epic level to cap run (20-28) (depends on your playstyle and speed, but roughly). Now in the case of an either/or scenario, where a player will choose whether to buy a heart or buy the xp boost, given that the heart is half the price, which do you think he'll pick? Except now you've slowed his capping time. So you have him spending half the money and in a longer period. How is that good business? Instead, encourage him to spend twice the money and in a shorter timeframe by eliminating the Hearts altogether, and letting him spend on XP boosts. Now he levels faster and spends more. Add Ottos boxes in the store permanently and it's Win/Win/Win.

Another point is that most people will end up running something on elite, even if it's the lowest level epics when they are level 28. Low level epics on elite give more coms than the highest level quests on hard. I would assume they would do this just to see if they can, to test their toon and playing ability, not specifically to get coms.
Usually, when I run quests on Epic Hard at level, I die a quick, ugly death.

When AI approximates Machine Intelligence, than many online and computer run RPGs will move toward actual RPG activity. Nonetheless, that will not replace the experience of "being there" anymore than seeing a theatrical motion picture can replace the stage play.
The secret we should never let the game masters know is that they don't need any rules.
The problem isn't being a marketing strategy or not, it's that the developers posted here in the forums saying that we should get a Heart by running Epic Hard at level, getting bonuses like Aggression and Mischief which is just a flat out lie or a big miscalculation of their part that has been pointed out enough times to be reconsidered.
I just wanted them to come here and say "You're supposed to spend a few days at cap to get your Epic Heart".
If this was the devs intent it might help if they were a bit clearer on that though because that is not how I, or many people, have read their statements initially.
So he come up 700 comms short by level 28. We still have two more levels coming to bring us up to a level 30 cap. Another two levels at 350 comms per level does not sound unreasonable. It seems that those who want to convince us that we were lied to about getting close to the number of comms we need by cap conveniently omit our current state of transition.

If 4200 for the eventually level 30 cap is how things are balanced they need to make a clear statement on the forums to that effect so we can stop speculating. Sure there will be some grumbling but at least we can stop debating it.
I'm mostly over the valor problems. What did it for me was to finally write off eberron epics as dead content, just like the devs want.
It's still a work in progress, but I've been enjoying my farming circuit this past week, at least. It's pretty quick and painless. So far it's only:
Trial By Fury
Deal and the Demon
Closing the Rift
(recall/rebuff/key to eveningstar)
Thorn and Paw
This particular circuit takes around 90 minutes and generates 330k xp and 235 valor assuming 14% xp bonus. (5% voice + 5% cannith pot + 4% ship.) Annoyingly, a 5% ship buff would increase the valor, so I could be generating more than I am.
In the near future I'm looking to add much of gianthold, most of high road, and I think something like 4-5 Shadowfell quests.
In order to get 4200 comms while farming 6.6 million xp you need 1571 xp per valor. The above circuit is 1400 xp per valor, meaning I'll end up getting more valor than xp. This in turn means I can probably add in some eberron epics (specifically VON3 and EN DA), especially considering that the high level quests will give me even more valor per xp.

Cov system is still problematic in that Slayers/explorers do not offer comms, optionals do not offer coms, and bonuses in quests do not increase coms. This blatantly punishes certain playstyles over just zerging wheeloon and SH. Until that is fixed the system is fundamentally flawed imo.
The bigger elephant here is the lack of groups to run all those quests in a day. I spend 2 hours a day running 3 quests, and when I am in a group with others that can solo those quests, we get them all done in 30-45 minutes. Which ultimately frees up time to run other stuff, however no one is running anything I can join in on for one reason or another.
Again here I am just working along your line of reasoning, that is, that the CoV shortage is WAI to pump up heart sales.
I might be already a bit burnt with all this microtransaction approach and so most of these movements look suspicious to me.
