Instead of joining the naysayers of don't run that because no one else is, step up and add more people that are shroud ready and able.
The more people who run raids the more people you will have that are comfortable running them and more shrouds will be posting LFM's instead of closed channels or guild only runs.
Start flagging and running these regularly and you will find there are more people who want to run it, but are not comfortable starting groups on their own.
Some of the best gaming fun I had was running this new content with friends and not having the comfort level of being experienced doing them... there was no guarantee of success, but the experience was well worth it.
Abbott is another raid that very few people run, I was fortunate enough that I played with a group of friends that would spend hours just training puzzles to get the comfort level of having 2 people for each puzzle almost reliably being successful every time.
There are still very few groups running abbott,.. doesn't mean it isn't worth running.
I play the game to have fun and be challenged and working my toons to be the best they can be, and in my opinion Shroud gives some of the best boosting support gear/items in the game.

Update 24: Champions... "whew, it's ok, it's only a red name" .. sad day when trash spawn Champions and their one-shot ignore fort attacks instill more party fear than the Red named bosses.
I haven't read all the posts on this thread, but I wonder if perhaps there was an element of "build it and they will come". By that I mean, what if you set up a "Shroud raid every Saturday at X O'clock" on Wayfinder...I bet you'd at least get a few regulars to join you because it sounds like nobody has much chance for greensteel on wayfinder (except those who do guild shortman runs).
Once you are of level start putting lfms like "running the flagging quests, planning to host weekly shroud" (or however often you want to run it).
The population on wayfinder is low, but it isn't zero.
Mats are available on DDO store or for platinum on ah, but the mats are rare and therefore very expensive to buy for plat. Devil assault can be soloed as it has differing heroic and epic levels and shards scale accordingly. It'll take longer than running shroud especially if you can pick up more to help you with shroud, but it can be done. So run shroud if you can, but if you can't it's not the end of the world it'll just take more time to accomplish your goal.
Also, keep in mind that 20 shroud runs = essence of cleansing. If you want to run a caster type character you'll probably need to get one of these to fit both an hp item and an sp item. Perhaps just for leveling TRs or even some into epics. It's certainly not necessary and can be a drag on gear layout options. It can also unfortunately be a bit slog to get to 20.
Shroud should be looked at by Turbine to understand how to design loot. Its no longer a challenge, like VoD, Hound, ToD, so people who still run it aren't doing it for that (which granted makes it a bit of a hamsterwheel slog), but the loot has a steady progression towards attainment rather than random luck, once acquired it gives an advantage over comparable random-gen options when TRing that hasn't diminished over time, and in general is not easily substituted even at higher levels. Having raids that drop loot where the formula is basically last raid + 2 = new loot means the old raids die out.
So I'd conclude that with current gear and such, it doesn't actually "need" a full raid party today any more for just a completion. Of course, Elite would mean more and better chests, but anyway.
No longer completely f2p as of November 2014. Father of 3 more DDO players so far (I do have more children than that).
GS is best for TRing many times, quickly outshined in higher level epic.
Id say weapons arent worth it much these days, since you can generally find very strong mixes in random loot, or basically any 1.5/2W named weapon with 2 red slots is going to be nearly greensteel quality with much less grind.
Accessories sometimes have non-overlapping bonuses with GS, such as the Alchemist Pendant, Dragon Touched Armor top tiers.
The best thing about GS is probably their use at lvl11-12, at those levels they are pretty godly, ever level after they fade quickly, and at lvl21-22 they are mostly just nuissance to fit into the gear setup.
Part1: Grab some portal beater, anarchic of smiting, greater construct bane, force and light spells, disintegrates...
Part2: need 1 decent/quick response character back at the crystal, 2-4 people pulling the mobs apart into diffrent sections of the area so they can be killed at the same time while split
Part3: puzzles for optional chests, or shoot crystal on the top to bypass the area
Part4: Stay alive part (no rezzes) - Quick DPS down on the red chicken, he goes away if you are too slow, and summons more gnolls
If some1 dies, you can only see/raise his ghost after clicking the altar for a short time.
Part5: another beating on him, now with some blades spawning if you are too slow
