Default Are rare item drops subject to over-level penalties?

I have lost track of the number of times I've tried to pull a Twisted Talisman or Ring of Spell Storing with no success, and I am wondering if it is effectively impossible to get unique items from a level 9 quest or a level 11 wilderness area when my character is level 18. I believe that the chance of getting crafting essences is very low if you are not at the correct level, so I am curious if there is a similar mechanic for named loot.

Is it a complete waste of time to try and farm these items with a high-level character? Should I give up and try again if/when I have TR'd to a suitable level?

No, you can farm them on a higher level, which lets you run the quest faster & easier, and higher difficulty for the higher drop chance - of course, double the chance of pulling when there's only 0.0005% chance still isn't a huge chance....
I don't mean to come across as unsympathetic - but I am, so I do.

Named item drops are not effected by level of character. I know in some instances drop rate increases marginally the higher the difficulty but that isn't always the case (Turbine is not consistent on this mechanic; In some higher difficulty instances, adventure specific, items wont even drop. How's that for consistency?).

No clue if it is still accurate but I know Ring of Spell Storing is an extremely rare drop.

Honestly I don't even think Turbine understands their loot mechanics. "Too many hands in the cookie jar" I think. It's how we got the itemization mess along with many other bugs...errr...WAI hiccups.

Maybe I should rephrase my answer...
At one time character level did not influence named item drops. It did effect Guild Renown and a few other optional drops like you pointed out.

Today my statement may or may not be true.

My extremely limited anecdotal evidence is that named loot drops are affected (drastically reduced) if you are being power-leveled. I based this on observation of just a handful of runs -- specifically, trying to help a guildie farm up garments of equilibrium on his 13 with my 25 -- so it could have just been bad luck.

Thanks for the replies, it is nice to think that there is still some chance of looting these items even if it is very low.

I do have to wonder if it makes sense to have items this rare though, at least when they are not particularly over-powered. I understand they don't want to be handing out a +6 tome in every chest, but if an object is so rare that most players will never even see one, is it really providing any gameplay value? Perhaps it's just designed as a way to encourage people to spend more time in game.

The only things that can modify rare items drop chances are:
    - quest difficulty (not always from what I know)
    - chest ransack

It's the carrot on the stick analogy. Every MMO has this feature. It's how Turbine gets you to log back onto their servers.

If you have the option, grab five friends to do some runs with you. Increases the chances in the short play session. I have a guildy who boxes his wife and sons account when he does farming runs.

I highly doubt this is the case. I once ransacked that quest on my lvl 13 monk trying to farm those things. Ended up not seeing one until a nice guy passed them in an HE one. After that, i see one almost every run through.

Also, i've farmed framework multiple times on a lvl 25 toon and seen plenty of named loot (I like those teraza's perfect sights for my monk/monk splashes).
