ok, if he had a +1 and a +2 then he'd now have a +2 and a +4, so he's actually gained +1 from the whole change. so it's still not a nerf.
as for the tetris, i find it harder to play gear tetris than i do to plan a build, so yes that would be reason to call it a nerf if it was forced. but because you can't possibly lose any total bonus from the change then the tetris is only optional if you want to benefit further from the new redundancy. in that regard it's a buff, i have similar on my chars where there is some redundancy. i don't tetris them to perfection because my head can only cope with so much, though it is annoying to see the same bonus in several places. i know there is room for improvement but for example my ring of lies and my golden guile both add enough to my rogue that i'm not bothered about the conflicting imp deception. i can tetris that away in the long run but for now it's all working well
check out my breakdown above in the old +1/+2/+3 exceptional bonuses and all the combinations of them with their old total and their new total. no single combination comes out worse off.
