It's a cute concept, but IIUC, Turbine is gonna nerf level-draining in U20, so I wouldn't advise building around it.

Really? What's the plan for it? Are they giving it a save or something to make it utterly useless? I should have known when they added neg level augments in mabar. *facepalm*

Going from auto neg on a vorpal to a "chance" on a crit. It seems that "chance" is really, really low.

    Perhaps better would be a Rogue 5 / Ranger 6 / Wizard 6 core?

Higher attack speed / offhand proc chance w/ the ranger? And since you can't do fighter+monk, rogue for the stabby crit range and some extra damage when the neg levels aren't flying?
Ghallanda - now with fewer alts and more ghostbane

Life Stealing is going for "proc on crit" to "chance to proc on crit." Consensus seems to be it's ~1/3 chance of proc-on-crit, which naturally means it'll happen that much less often. To be fair, this nerf seems to make level-draining match the effect description ("this weapon has a chance to drain 1 to 3 levels from its target on a critical hit"); but obviously no one who invested in level-draining weapons is happy about it. Haven't checked to see if this nerf is carrying over to vorpal-neg-level effects like vamp form.
