Default Tripped monsters evade spell damage?

Just wondering after running some content in Stormhorn and King's Forest:

We noticed several evasion saves by tripped/prone monsters. I was casting 'heightened' frost lance and acid blast. I know most people like specifics as to "monster" type and spell dc's, sorry I don't have those now, I was shaking my head wondering how anything could be evasive while rolling on it's back.

Wondering if anyone else noticed this and is it WAI? TY

frost lance is a fort save so the evade messages are actually a display bug from them making a fort save.

prone from tripped is not helpless and mobs have always evaded since I started playing though.

There's a bug since U19 that makes a lot of "evasion" messages show up even if they did not actually evade. Same goes for player characters.
But, in this case, it's possible some of them did actually evade (acid blast in particular), because yes, being knocked down doesn't prevent evasion.
