Built something like this on lam with a toon but 16 druid / 2 monk / 2 ranger.

    It works but....

With the trapping ability, better weapon buffs, better clicky times, my traditional jugg was far more powerful so I never built it on live. It will work though, I ended up soloing ee lod with that build on lam.

Wondering what you get with Druid you couldn't get with FVS. Vigor and regenerate are good but cocoon outclassed it in epics and FvS will give you much more SP and heal much earlier.

Since not taking the higher stance feats, monk seems a bit lackluster. 2 Ranger would give you bow str without needing the WF pre-req.

No UMD as class skill. Epic levels make it not too great of a problem but feel would need quite a few item swaps to use Tensor Scrolls. Divine Power just doesn't compare...

I would love a fleshies jugg but I'm just not seeing it. Nearly all of your feats are used to give you ranged 'option' while the melee portion looks no better than other divine casting melee.

My Jugger (and my palemaster, who's doing fine atm, but epic levels take me a while to cap :\) uses tenser scrolls anyway. As it stands, it's not too hard to hit 39 UMD, even without class skill. Just takes investment gear/tome wise.

As for this build, I'm highly doubting it. You'll want better defences for one. 32 prr is less than my cleric had - yet I didn't use the augment, due to having nothing worth placing it in.
At the least, try get Planar Conflux. You're cenetered, so Sireth is the logical choice anyway, Pinion for manyshot - add a planar focus of prowess, there's 15 prr.
Basic earth stance is meh anyway, it really shines at master/grandmaster.

Dropping monk means losing Evasion and Earth Stance. I'd drop ftr, except on a PDK that's not an option.

the real reason to make PDK is because that way you start with fire elemental otherwise it might be better as human or 1/2 elf

TBH It would be better without PDK for a few reasons namely...

monk at level one would be great because you could get melee feats before ranged this is an issue because you don't get more than 2 monk feats throughout the whole build and monk level 1 and 2 give those its just hard to fit it properly.

ranger 1 (or 2) would be a nice boon because that way you could get free bow strength (and rapid shot).

please note druid 17 only gets you 2 things that you might want...
water elemental for freezing spray and mantle of the icy soul to buff niac's from other casters and regenerate mass which niether of these seem really worth it VS. another feat from fighter or a second ranger level for rapid shot

Losing evasion is a trade-off. Losing first tier stances is not and allows for better DPS weapons than q-staff that martial weap prof of fighter or ranger brings. Earth Stance is great to build around but feel you should at least have Master stances to make it worthwhile.

Personally I prefer Ice to Fire myself. Body of the Sun is decent when you get it at gianthold level, but quickly loses its luster since the damage can not be improved with Max or Empowered. I find it better to just sleet storm + Ice storm and enjoy the sneak attack dmg and blind miss chance.

Freezing spray is an outstanding debuff however as a level 7 spell only requires 13 druid levels minimal. Mantle of Icy Soul does nothing to help niac's or casters at all. The debuff doesn't affect bosses, and while -4 reflex save is nice vs trash, its still trash. For a caster druid its amazing as earthquake is reflex save and an absolutely amazing CC spell. For a str based melee/ranged? Not so much. But yes, I think you can drop down to 15 or 16 druid and not lose a whole bunch while gaining much more. 15 Druid / 2 Rgr / 3 Monk seems like a solid split.

And I agree, there is little reason to go with PDK besides starting out at level 15.

Being human works best as can max Concentration, Heal, Spellcraft, and UMD while having 10+ ranks in Balance.
The skills are why I chose Druid first (to max spellcraft at levle 1) but maybe better off with Ranger for 8 more skill points at level 1. Regardless,
