    Well, it's hard to say with just half the build listed. At first glance my first response is the final 2 levels of ranger do nothing for you (I guess they do grant level 2 spells), and I'd rather see them replaced with rogue (for traps and evasion), paladin (for saves, which you lack the charisma for) or cleric (for divine might, which you also lack the charisma for). Personally I'm not a huge fan of dual wielding dwarven axes either; despite the racial enhancements you'd do better damage with khopesh, or probably even rapier due to the crit profiles. With a more veteran (TR) build I'd say picks would be an option, and building for Axe of Adaxus isn't bad, but that's a long way off for you. One advantage of khopesh is that at level 12 you can farm ingredients to get water khopeshes from house C challenges, at which point you are godly until about level 18. For favored enemies I'd go with undead and evil outsiders, though giants, elves, or humans are fine substitutes for the latter. For enhancements... well, they're a mess currently, you should list them separately and all the way up to 20 so we can see your goals for tier 5, etc.

    I agree with Inoukchuk about the level split; I would either do a classic Monster split (ftr 12 / rgr 6 / rog 2) or rgr 12 / ftr 8. The latter gives up Power Surge & GWS, but gains another +10% offhand (100% total) from Tempest, as well as GTWF & IPS free; it also frees you from the DEX pre-reqs for those feats, whereas the 12/6/2 split needs to hit base DEX 17 for GTWF. [DEX still boosts your AC & Reflex saves, though, so I wouldn't dump-stat it completely.]

    I think it's fine to stick with dwarf weapons, though. Yes, all things being equal, khopeshes are a bit better and the Cannith `peshes are fairly nice considering how easy they are to farm. But there are enough named axes (& picks & hammers) to make them a viable alternative w/out costing a feat; and there's a dearth of good epic named khopeshes, whereas Adaxus, Mornh, and Deathnip are all solid choices.
