1_ I would get a Dev Team put on TRing to change it to make it more appealing.
This would involve a revision to the EXP requirement, if not less exp then make the process smoother, so that it does become back loaded like it is now.
Also, add in some additional Past Life Feats to make the 3 stacking more progressive, as opposed to the same feat stacked 3 times as well as rework some the PL's have become dated, like the +1 to hit from Fighter PL is meaningless with the AC pass.
IE: Fighter Past Life Revamp:
First replace the +1 to Hit with a +1 Seeker.
Fighter Past Life I. +1 Seeker, +1 Tactical.
Fighter Past Life II - +1 Seeker, +1 Tactical, Grants Proficiency with Heavy Armor.
Fighter Past Life III - +1 Seeker, +1 Tactical, Grants Proficiency with Tower Shields.
This makes it seem like it progressive, and a change like this hardly game breaking.
I would want to explore racial past lives, and other options for Past life feats to make them more fun and enjoyable without game breaking power balance issues.
IE: War Forged Past Life
WarForged 1 - 5 - Grants + 1 HP and + 1% Additional healing from repair spells.
Warforged 6 - Grants Immunity to All Disease (as well as +1 HP and +1% Repair Amp)
Warforged 7 - 10 - Grants +1 HP, +1% Additional healing from repair spells.
Warforged 11 - Grants Immunity to Poison. (as well as +1 HP and +1% Repair Amp)
Warforged 12 - (Forever) Grants +1 HP and +1 Additional healing from Repair Spells.
So if you went 11 lives as a War Forged, you would have your immunities back (LOL), and yes, I realize that if someone went some obscene number like 100 lives as a War Forged they could get +100 HP and +100% repair amp, and if they are willing to do that, then they deserve it.
Completionst would be both an active and passive feat, with passive giving a +1 to all stats and stacks up to 3 times with an active that gives a +2 to everything.
As well as a unique TR starting zone, so we don't have to deal with the "tutorial" and can get right to the questing.
2_ Graphic revamp of the whole game.
From what I have seen of Ebberon art work, it seems to be very Steam Punk, and I would get the art team on that full time, to give Stormreach a very steam punk ambiance, and having all gear, items, and the such reflect this. As it stands Ebberon comes across as this tech-Fantasy-middle-of-the-road kind of setting. So I would focus on giving Ebberon a very unique look from the other Realms like Forgotten Realms. In that venture, i think Steam Punk would be more Fitting.
This when I made portals to other worlds, Ebberon Characters would stick out like sore thumbs, as the dress and style of those worlds would be unique to their setting.
3_ Re-load the game or do a massive clean up.
One of the things I think that plagues live so much is the changes upon changes, like patches upon patches to get it working, this mixed with toons having older items that were never meant to exist, or were holding on to old versions of things, and this making all kinds of things happen on live that might be causing a lot of problems.
So, I would put a team on fixing the game, do whatever it takes, if that is a new version of the code or whatever, just get a system where things work right (LoL) and then if needed, reload the game.
This might result in a wipe, but if that was going to be case, of course there would need be a method to save names and history/work of each character, so that players don't lose what they have accomplished.
This would be a lot of work to be honest, but I think it would be better for the game overall to clean it up, and get it sorted out, so that it is not always this constantly buggy mess that it is now.
4_ Loot Revision:
The first turn in for a raid would give a full list, and then the 20/10/whatever count starts. The first time doing something should be noteworthy, after that it's a grind (LoL) if this means that players could TR to get what they want, then so be it. Also, I would remove the 3 day wait for raids, and change it to a 1 day wait between raids.
There would be a major loot upgrade also at this point, with the return of Guild Slots and Augment Slots to the game, with the Guild slots being random for Loot-gen items only, and the Augment Slots being fixed for named loot (as not everyone is in a guild, but everyone should be able to enjoy raid loot). That way, both systems have their place in the loot index.
Another revamp to armor Metals. I would at this point fix Mitheral and Addy and I would do this by making it offer the PRR of Mitheral magesteel at base, and Addy would be the same PRR as Dwarven Iron.
Also, I would revamp a lot of stuff, some things really should go in bags, and they don't. This would be fixed.
5_ after all that, I would advertise this game as much as I could on every channel I could get. Just a means to get people to come back and give a whirl, or new players to come check it out, I think after fixing the code into a neat system, the game should sell itself rather quickly.
I believe that a smooth working system would get older players to return who were jaded by bugs.
I believe the graphic revamp of Ebberon to a more steampunk style would get the people who did not like the setting to relax into it more because it would be less a pot luck of everything,and be it's own thing.
I believe the Loot revision and TRing changes would get older players to come back who burned out or got fed up.
