Nuking casters didn't need a nerf, until Shiradi solo videos and eGH which made every DC based caster complain about stuff saving and respec into Shiradi; Nuking wasn't very popular and certainly not "powerful" compared to walking about insta killing everything in sight. Shiradi procs spiced that up and everyone's fixation on only the most recent and most hard content gave the illusion that Nuking is somehow OP.
In truth it's not even close to OP on live, and the EP is going to nerf it significantly.
This after years of the Dev team trying to make nuking more viable...
It makes no sense and feels arbitrary and disconnected. Unfortunately every MMO seems to suffer from this over time, as the development team loses "vision" and direction, and more and more people on the Dev team start making changes with ZERO actual play time invested in the game.
Basically MMO dev teams eventually end up designing and directing their games via a complex form of "theory crafting" because they end up with a total disconnection from the reality within the game and how people ACTUALLY play. Because THEY don't actually play.
