Pretty sure water and glass are immortal..... I mean.. you can't really destroy what they are.....unless like, nuclear explosion or something.
Glass have 0 hp, at least mines, always break one!
I'm thinking 1HP for the glass.
The water is a different story: it can change state, requiring 1HP per litre of Cold (to freeze it) or Fire (to change it to steam). Actually destroying it, however, can only be done using certain alchemical compounds (eg, pure potassium or sodium) or using an apparatus including the use of electricity.
I would say 1HP and DR3/bludgeon.
1HP if it's really glass. Are we talking a glass glass, or a glass made out of metal or ceramic?

Glass has 3 hp (cracked, chipped, destroyed), the water does not have any. It is up to GM to decide if the water is spilled or evaporated by fireball. On the other hand, if the water is frozen, it gets some hp, so that it can be broken.
A glass has 1 HP but infinite DR, which is why they aren't breakable in this game. Feel free to submit a bug report if it will make you feel better.
A glass of water has hit points determined by the function:
H = (G^n) * 5
H is the total Hit points
G is the mass of glass the cup has (in grams)
W is the mass of water, divided by 18.02 (to find the moles)
