Wolf druid that can trap and focuses on melee/wolf strengths is probably best going 13 druid, 7 rogue

Please note there are 11 unspent skill ranks at level 1. you can put them in whatever, they will not change anything.
2nd toughness feat at lvl 9 can be changed to anything else that may be useful
Elemental form doesnt really matter imo, go with either one
No half elf dilly taken as I was using Helf to get to minimum base stats for skills and whatnot (go with whatever race you have available and want to use really, as long as you meet the bast stats at lvl 1. other stat points at lvl 1 is gravy if you use dwarf, for example)
If you have int tomes, extra points can go towards open lock or concentration
considering the lackluster power of wolf druids, consider this a flavor build that should do OK in Ehard if geared well

EDIT: probably should have added skills to output. see below:

Conversely, if ALL you want is a druid that can open locks and disarm traps, it can be done with just 1 rogue level (taken at the first level).

A starting INT of at least 12 (and human) allows you to keep Concentration, Disable Device, and Search at maximum (Open lock does not need more than the 4 starting points invested if you use +5 tools and have an escape item appropriate for your level). Bumping INT up to 14 allows you to have a 4th skill, the best choice in my opinion would be UMD if you are not a new player, Spot if you are, or Balance if that is your preference. Taking a second Rogue level gives you Evasion, which is strongly recommended.

Personally I went with Human, 2 Rogue levels, and a starting INT of 14 for UMD. I waited until I had Earthquake to take my second level of Rogue and never had any problems getting traps and unlocking chests in at-level quests on elite (And always in a party of two at that, me and my GF). I would also like to note that this was done with ZERO twinking, as we started on a completely new server (my main server had all of my character slots completely full, and I didnt want to delete any... selfish, I know :P)

I would also like to note that I went with Natures Warrior despite not being all that combat focused. Seasons Herald really does not appear to give much from what I can tell, and Reaving Roar is just too damned good for me to pass up.

Additionally, Improved Critical Bludgeoning with cleave is incredibly useful if you stay in Wolf form and have the Essence of the Shrike enhancements (STRONGLY recommended). I never run out of mana in-between shrines now, and I can keep up a steady pace of dps spells running with 5 point ice storms, freebie quickened sleet storms, freebie frost breath, freebie one-two punch with splinter bolt/lightning strike... you get the idea. So many possibilities.
