Eh, well, since you semi-necroed this thread anyway, how about this for a middle-ground solution?
Add a 3 second timer before you start losing stacks on movement, just like there's a 3 second timer before you start gaining stacks. So if you stand still for 3 seconds, you start gaining stacks. If you move a little, you still keep gaining stacks. If you move more than 3 seconds, then your stacks wipe and you have to stand still for 3 seconds to start gaining stacks again.
That way, you can move around a little within the flow of combat...maintaining LOS, aligning for IPS, avoiding incoming projectiles and AOEs and effect zones, positioning yourself for heals, responding to mobs flanking you, and all the other small movements that are a legitimate part of solo and group combat. But your stacks clear between fights, as you move from one spot to the next, and they clear if you go into straight-up kite mode or turn into full retreat and run for more than 3 seconds.
So you can still take advantage of full stacks in a prolonged fight in which you're fighting "properly" (ie not fulltime kiting or exploiting LOS/stuck points/holes in the mob AI). It makes no sense to arbitrarily encourage you to stand still, when everything else in the combat engine is designed to make you move and react.
Not sure why it was made a stance. I had suggested increased damage while standing still over many range threads over the years and yes because of kiting. It would make more sense to just make it inate to ranging or rangers that while standing still you recieve more damage from better aiming. In a group it's not hard to stand still most of the time since it's pretty easy to allow someone else to aqquire initial aggro. But the suggestion was made long ago and the game changes.
