One of the pure Ranger's great strengths is self healing ability and an AA gives a lot more spell points for that option to be hugely viable.
Have you considered taking Empower Healing and maxing out your Ranger Devotion enhancements? Also try to get the gloves in FOT that add 120 devotion.

EDIT: OOPS. Just saw you already have Empower Healing in your lineup as well as Ranger Devotion IV. Try to get as much healing amp as you can as well remembering that your ToD ring can get 20% healing amp crafted on it. Grab another 30% from a Greater Convalescent bracers. Half Elves can get 20% human healing amp from enhancements which I see you already have in Human Improved Recovery II.

My to hit stat is 50 standing.
I've never really documented the minimums I need to hit for various mobs but I would say that on EE quests after a death and loss of ship buffs, you see occasional grazing hits. With full ship buffs and Greater Heroism etc., I hardly ever see misses.

EDIT: Then again I do have three past fighter lives which adds +3 to hit as well as 3 ranger lives for extra dmg. I have a 50 standing wisdom with Zen Archery. After a death, there are a lot of grazing hits (more than I'd like to see) but no problems fully buffed. (This is on EE. EH is not usually a problem.)

not because you're hit stat is 50 means mine wil be, and i dont like being dependent on buffs

Unless Turbine fixed it and I missed it, CA is broken and should be skipped; which means you don't need so much base DEX. Also, OC req's Power Atk, Cleave, and GC; you have exactly none of those feats.

Even if you don't want or can't make a monkcher, there's little reason to stay pure rgr on an elf or HE AA.

The +1[W] bonus doesn't apply, which is the whole point to CA.

Ranger gets favored enemy feats, for a grand total of+14 damage with enhancements. Since AA's base their damage on high critical hits, you need all you can get. Not to mention ranger is a very self-sufficient class, and they have several useful higher level spells like freedom of movement and cure serious wounds.

This is old to-hit formula thinking. The new formula is...

    (to-hit + 10.5) / (2 * AC) + 20% [if proficient and ranged isn't broken again] vs. d20

This pushes everyone from the margins (95% hit, 5% hit) towards the center. Stressing over the last bits of to-hit or AC as a player character is almost certainly not worth the effort.

You also will want IC slash (or IC pierce, depending on your weapons), for meele damage. That leaves one feat left, (and since you dont have enough features room for the cleaves and oc line), you can take quicken spell for no interrupt of your spells at epic levels, or can take epic toughness (requires 21 con base).

No matter what you argue, it's still less DPS than a monkcher by a large margin. Monkcher's get +1 crit multiplier (tier 3 earth stance) and about 2-3x the number of arrows over time due to 10k stars.

Two reasons: Emp Heal is more SP-efficient and works w/Rejuvenation Cocoon.

Have you thought about halfling or human? I think those are both better then Half-elf pure ranger in the future anyway. Besides Half-elfs are ugly.
