To me the biggest pain in the arse about the "wonderful" U14 spell power changes was the need to slot devotion on a bard/ranger/pally.
So where are you slotting devotion?
Nowhere. I max out wand and scroll enhancement line and scroll heal. Works great, takes about the same aps, and I don't have to slot a devotion item. I cast heals now which are inherently more powerful than the bard healing spells because they also cure blindness, fatigue, feeblemind, ability damage, disease and poison. And a few others I can't remember.
And it frees up a slot for sp item because I don't need nearly as many sp.
It's much simpler.
For my bard, it is in his off-hand weapon, for my pally, his shield.
i have seen some devotion hats, but usually low lvl and need replacing later on.

Otherwise, with the new augment slots, look for a Luck Blade for offhand use:
You can make an awesome caster stick with one and/or you can just slot devotion in one slot and fill the rest with damage producers. It's a light weapon and doesn't require oversized two-weapon fighting and you start with the proficiency for it. If you TR to something like rogue, you can pop out the augments and throw in something else.
Also, consider the Elfcrafted/Blue Dragon series of armors for arcane lore...
Edit: Adherent's for Paladin or Bard (who can UMD it). Ranger, not so much. Luck Blade, however, works for all three. My Bard has Resonance 66, Devotion 66, and I can't remember what the third slot is but it's temporary as I try to get an appropriate spell focus gem for it.

Epic Mask of Comedy. Pretty much a one-stop-shop to consolidate all that healy stuff.
Ring/hat that's random gen and red augment slots.
Because there's such a lack of any named items higher than 90 devotion, and the ones that do exist are almost always melee-gimping caster sticks/shields.
I do not even slot it in. I just use a caster stick if i need to step back and heal. My bard is all slotted out and i really have nowhere to put devotion even if i wanted to. Most of the time i am scroll healing. Am only really using sp to heal when the **** hits the fan. When that happens i usually just step back, equip my caster stick and throw some cures along with some scrolls.
It is tuff man. With all the new gear and lack of red augments in anything but weapons. Just swapping one item out can be a huge juggling act of equipment for me. At this point in end game i cannot afford to equip a devo hat or ring. Those items slots are spoken for. I am dreading the next update for this reason alone. One or two better new items will cause a chain effect of re-slotting and re-doing almost everything i have equipped.
It is like a never ending juggling act and my bard feels like the old court jester!

I usually swap in a caster stick in the off hand and stack of heal scrolls in the main for when I need to worry about healing. I've got 120 devotion sticks plus wand & scroll IV. I also use epic shining crest of st markus that I'll swap in if I'm not worried about scrolling so that I don't give up on weapons. I'm working on upgrading twightlight to add devotion and using epic crest of st markus in the meantime, just not there yet, and at the rate I'm going it'll be a while.
I'll likely continue to use the crest when I'm meleeing and a caster stick when scrolling unless I toss in a red slot somewhere with it.

Bard: Shamantic Fetish (14 PRR slotted). he's an ESOS-swinging Horc and I have no desire to farm CiTW with him for a cleaver. i have seeker slotted elsewhere so this was a no-brainer for me.
Pally and Ranger: Both are wearing the Epic Mask of Comedy but considering moving it, possibly to a red-slot on a CiTW weapon.
I do not slot it on my bard. No place to put it, and I scroll heal anyway.

THF Bard: I have a THF bard that I built devotion on his Triple Pos maul, losing some DPS for a healing implement (he's 14 on this life, and it works really well so far). He's got an eAGA, so I'll be slotting it on there as well (and likely once he farms CiTW or other, red slot on those too).
TWF Bard: Offhand weapon when needed.

On my bard I have it slotted on fully upgraded Elemental Rapier of Air. For my ranger I bought devotion 102 ring from AH for about 20k. I never saw any devotion rings after and I check AH pretty regularly, must be pretty rare. But on my bard I prefer to wand/scroll heal myself + sustaining song, and occasionally drop mass moderate when in party.
On my pure level 20 pally its going on my off hand balizarde rapier. My spellsinger cc/healer bard it will be the gauntlets of immortality. The hardest decision will be on my melee/healing warchanter - maybe the gauntlets but that will be a big melee dps loss, maybe a weapon, but then I can not slot good on it, maybe on another equipment slot but then it is 12-18 or so spell power less - really hard to make up my mind.

I used a weapon with devotion but I felt it was not pratical to change weapon to heal, until I looted a ring with devotion.... no more changing weapons to heal!
