That said, I can't see it being implemented for free, even in a limited state.
It's already been mentioned this could be a threat to bags (though I don't think a HUGE threat... keep reading).
Implementing with a reasonably-limited capacity would still be enough for a frugal player to store just commonly-accessed or uber-rare ingredients, keeping the infrequently-used or more common stuff in bags. kinda spread out your storage and prevent having to upgrade.
I'd settle for this JUST for scrolls, shards, and seals, personally; but if this came to pass, I'd be a favor-farming fool to build up enough TP to buy it.

I really like the idea and wish it was implemented. However there is one concern i have. BTC and BTA mats should not both go into the stash. The stash should be BTA access (which is just epic and amazing) however everything that is BTC should remain in the ingredients bags to prevent potential exploits or complications.
I can also see some issues with having ungathered items be greyed out and 0/0 because in greensteel crafting there are hundreds of intermediate items that would just complicate things needless. Also canith created shards have hundreds of different shards making showing everything to be excessive.
Still, it would be a welcome simplification to the overly complicated issues with ingredients. As for development costs and price, there is a strong argument for this to be free (or a free addition to shared bank), the reason being that for new players the excess ingredients can easily overwhelm there tiny/small bag and make there inventory far more cluttered then it needs to be, creating an even steeper learning curve to the game then there needs to be.

Oh, one other suggestion for the interface, it needs a "search" interface to handle the bigger tabs (like cannith crafting)
As far as intermediate stuff, like cannith crafting shards, greensteel items or to a lesser extend elementally bound khyber shards for alchemicals, they can all just stay in the old bags. A few things like these would still be in the green bags. The goal is not to remove the ingredient bags, as some store bought bags owners would be angry, but rather to lighten their load, to help organize and facilitate ingredient management.

Things that if Turbine went all EXTREME PREJUDICE™ on, would actually make the game fun again.:
- Giving us the racial PrE’s we were promised, before rolling out DDOStore™ Enhancement Trees.
- Cannith Crafting.
- Update the named loot to put them on the same system.
- Fixing the Cannith Challenges so that they can be 6 starred without incredible luck or store bought items.
- Fixing all challenges to give us decent XP and ingredient returns for the unreasonable time we have to spend in most of them.
A second option is to get rid of the raw ingredients and make Shroud/Vale only drop refined ingredients (since they are old content, and could greatly benefit from a drop on farming).
