I think the OP isn't getting what a guild chest is for.
You have loot. You think it's awesome, you put it on the AH for a lot. It doesn't sell. You put it for it's price on the AH, it still doesn't sell. You think, no way am I vendoring it, it's sweet, I'd have loved this as a newb. You put it in your guild chest. It stays there forever, with the 50 other items that never change, just taking up a spot on the guild ship.
Once or twice you'll put on a Blue/White/Black dragon helm from your guild chest to match your Blue/White/Black dragon armor, but put it back after taking a cool screenshot because, lets admit it, those are fairly crappy helms. But it looks cool, so you SS it to tell people that's you.
Other than him admitting to it in chat, the only other way that Turbine might take action is if there is a pattern of abuse that can be documented by guild leaders who report the user. So one report might not get you anywhere but if he gets a bunch a GM might bump it up to a senior GM for review. Turbine doesn't need a reason to ban someone they can do it at any time.
But Memnir is right the best way to avoid this is be careful who you invite to your guild, also use a special access chest for expensive hard to replace items.

since postin the 1st post have been tryin to speak to him to find out y and to him he does it all the time if a guild has a chest he will join just to empty it he creates toons then deletes them after he emptys the chest acordin to him he has made over 1.3mil plat and isnt gonna stop so be warned guys we learned a lesson hope u and ur guilds can to shows not every1 in this game is not playin 4 fun some cant do things the hard way like every1 else

I've been accused of guild chest raiding before. I didn't consider it raiding since I always put something in to cover for what I took out. If I took a collectible I needed for crafting I replaced it with one I had excess of. I did take a 3 of 8 scrolls out of a guild chest before, but sent them back to the donater when I dropped guild. It was a long time later that I found out people use guild chests to switch equipment to mules on alt accounts. So, in an effort to avoid offending any1 else with my bad judgement, I made my own solo guild. Kinda handy having a guild where only one member can upset me :P And I have had 3 requests to join my guild 'permanoobs' in the past week, all different named toons. I'm glad that I'm paranoid, because i denied their requests before seeing this thread. Just because I'm paranoid doesn't mean they're not after me
As for whether or not this is theft, well who cares. I consider cons to be a type of theft and this is exactly what the player is doing. Someone who manipulates you to get into your home to take what they want is WRONG! Try it irl at my house and you'd better be faster than superman.
I would say that joining a guild, then looting the chest, followed by leaving the guild....then rinse and repeating over and over to whatever guild that allowed him in....well...it IS theft! And I hope that the violator was reported for Harassment. He/she clearly has a reputation on the server...its kinda silly to say otherwise.......
Taking stuff out of your own guild chest that you plan to use is ok and expected. But leaving the guild after you loot the chest and then joining another guild repeatedly throughout the week is something entirely different.

Sorry OP, most of us know that while you DO put stuff in a guild chest for people to take and don't really care that it's taken, you would rather someone join and contribute something to the guild and THEN take WHAT THEY NEED rather than try to make a quick buck and then take off. That smacks of a lack of social skills and is generally known as griefing.
Small history lesson for all you "Dethkilzbot" or similar doom Dracula named characters: The real Vlad Tepes, who so many idolize as this kind of badass, ruthless killer vampire guy, was beloved by his people for not taking any **** from the Turkish or anyone else, and for being generally a pretty fair guy when he wasn't busy impaling people. One such story was he had a golden goblet placed at the big public fountain in one of the bigger towns (not sure it was Transylvania, but I did no research so shaddup and listen) for thirsty passersby to drink from. Until his death in 1476 or whenever it was (again, no research, all from memory) that goblet stayed there, for everyone to use. (gross.)
The point of the story is this guy hopped on a ship, grabbed loot to do something unintended with it ( sell it, I'm assuming) and took off. If you have no problem with people joining your guild, jacking everything from your guild chest or even changing all of the amenities to be house phiarlan entertainers then leave, then good luck to you. OP is annoyed and I think rightfully so.
Now to do that house p thing to a couple guilds that annoy me. Quick Batman, to the anonymous character creator!
We did away with our guild chest about a year ago because of things like this. I like the guild chest, but it seems just too tempting a thing for easy gain of plat for people.
Not sure it is the same person.
I kicked a person from my guild for this very thing.
They emptied it out 3 times.
Mostly + thieves tools and other crud that was being passed around so people could do crafting.
This person did run with a couple of officers several times before he joined.
The last 2 times all he got was trash loot.
After the 2nd time I kept a lookout and caught them in the act and kicked them out.
Noticed they were in a guild of a person I know and warned them.
A few days later their chest was emptied.
I was on a bank toon when a person in general chat asked if anyone knew "____"
I said sure why? They said that is me.
Marked the name and saw what guild they were in and warned another person in that guild about this person.
A few days later that guild's chest was emptied.
We no longer have a guild chest on our ship. A waste of platinum.
If its the same person I think they should get into trouble for it.
As for those saying it is not theft I guess that means any store that has outside display of merchandise is put there for the taking? Shoplifting is not wrong? I think it is wrong.
Same goes, I have a flower bed outside I guess you think anyone can help themselves to my flowers and that would not be theft? I think it would.

Attention all guilds. Please install the new ship amenity: the Mimic. It eats the person AND soulstone in it's entirety. Whenever they relog, they end up inside a "chest" :P

I agree with sonos. When you bring in the guild chest, and put it on the ship. It is then your fault if things are missing.
I wont get much into how its your fault, because if you cant see it then there is no point in arguing.
The reason it would be your fault is because. SOMEONE had to invite him/her to the guild. When you put a guild chest on the ship that has no set "permissions" on it. ANYONE can come in and grab it. Is it theft? Sure, Same thing as if you had left your door to your home WIDE open at night. The person is still stealing your stuff, but its your own damn fault for leaving the door open, therefore providing the temptation.
Sorry sonos, but im stealing this, but it is just like brining food to a party. Some people... just take more than others.
If you want to fix this, either dont invite anyone you dont know into the guild, or wait until turbine adds more permissions to guilds and annemities (spelling sucks)

I am going to make a pure build rouge, name it "Jack Sparrow" and then I will travel from one guild ship to another by completely looting the chests. That sounds like a great adventure
