Default "Improved Artificer Dilettante" enhancement confimation

I am confused because cleric and wizard dilettante III grant you effective 10th level in those classes, letting you use CL5 and below scrolls and wands such as Cure Critical Wounds, Stoneskin etc.

    However,

    Improved Artificer Dilettante III
    Available to level 15 Half-Elf
Your knowledge of magical items has improved, and now extends to magical arms and armor. Also increases your caster level in your dilettante class by 1, so you are now treated as a ***fourth level artificer*** instead of first level for scroll and item use purposes.

This means an artificer dilettante can only use CL 1 and 2 wands/scrolls? Can anyone confirm they can't use CL 3-5 scrolls?

I'm having similar difficulty sorting out the value of the arti dilettante now... trying to determine if my Tempest should swap it for cleric dilettante...

Unfortunately, my information is skewed because I've taken as much UMD as I could allocate slots; but yes, I can use higher level wands and scrolls... I have 80-85% on heal scrolls, depending upon what gear I am wearing. Greater Heroism is about 65-75% - Note again, tho, that UMD is helping that.

The dils do not limit you to only level 5 and below scrolls for wiz/cle, You have a 95% chance to activate a level 6 (heal on a cleric dil, and GH?, teleport? on a wiz dil) and progressively lesser chance to use a scroll as it gains spell levels.

Does seem ridiculous though that arti caster levels don't have the same progression as cle / wiz though, considering caster level 10 only gives level 1-4 spells for arti.

It follows the standard set by bard, ranger, and paladin; in that it gives a benefit (crossbow proficiencies, umd bonuses) and gives a much decreased caster level for item use.
