At level 20, off the top of my head
Epic utility vest +20
Tinkers goggles +5
Int - +whatever (in theory, 18 base, 5 level ups, 2(?) enhancements, +6 item(can't use +7 robe as need it for utility vest), +1 exceptional, +2 exceptional (both from ToD ring), Ship buff, +2 store pots, +2 yugo pots, +3 House D pots - you should be able to get this to +8 or 9 without too much difficulty and no expensive consumables. Talk to a wizzie about maximising int and they can give you a longer list
House D skill pots +3
Skill boost +5
Monk moment of clarity +5
Greensteel exceptional int skills+6
Thieve's tools +7
Enhancements +4 (there's another +4 if you go mechanic, but you don't need it)
There's probably more - bards have a skill boost, I think. At the end of the day, you should be fine with just the basics - I know I never bother with the fancy stuff and haven't blown up a trap in epics, except when I forget to swap gear.

Tharnes does nothing for disable device - neither goggles nor bracers
Epic utility vest is +20 - I can't think of any other item with +20 disable device on it, off the top of my head, but that doesn't mean that there is one.
Except for the option of a different slot, of course.
The following types of bonuses stack with each other, equally named bonuses do not stack:
Luck: Cannith Craftable, Head of Good Fortune, Epic Slots, Voice of the Master (+1 to +2)
Competence: Your standard +15 item. Also comes as +20 on some epic items.
Enhancement: Ventilated Bracers, Tinker's Goggles (+3 to +5)
Exceptional Int Skills +1
Exceptional Int Skills +2
Exceptional Int Skills +3 (stack with each other, all 3 tiers from Greensteel items; +1 also from Scarlet and Blue Ioun Stone)
Tools: from +5 thieve's tools (+7)
Morale: (Greater) Heroism (+2 to +4)
Circumstance: Focusing Chant (+1; level 1 bard spell, scroll-able)
Feat and similar bonuses:
Skill Mastery +1
SF: Disable +3
PL: Sneak of Shadows +1
Enhancements +1 to +4

glad some got the guild slot item.
since guild slots have no min lvl, it's great to use from 1-10 till u get your higher level stuff
ya it's nice to just swap gloves and have a bonus to disable.
