At first I thought the same like you - and still wouldn't want to open one myself yet...
But there are more than enough going that your chances are high to find one to join... most groups have no problems in showing the raid to newbies and after you've ran it a few times with others chances are higher that people recognise you and join your tod lfm's (except you open them when the server is kinda empty...).
Just upgraded my first tod ring yesterday btw, and most of the runs were pugged except 2 guild runs (which we also filled up with puggers).
Form a static-group, my core-group of players started with that. You have a light monk and a good fighter so I doubt you'll have trouble.
ToD normal requires an LFM and the first 11 people who join to run, with *some* assigned roles.
Advocating repeated nerfs in the name of "balancing the game" then complaining about how DDO is moving away from D&D, is a direct contradiction in logic - D&D 3.5 (what DDO is based on) is not a balanced game. We can either have a balanced clone MMO with homogenized classes, or we can have a D&D game. We cant have both.
One halfling sacrifice is good...
but it´s better to have one gimp ranger to tank Suulo, too

Step 1: Server x-fer to Khyber
Step 2: Hit a TOD LFM, or if none is up, wait 10 minutes then look again
Step 3: Curse as your ring doesn't drop, again.
I don't have a zerging problem.
I'm zerging. That's YOUR problem.
I see TOD groups on G LAND pop up often, just have to look.
