When Half-Elves were introduced to DDO in Update 7 they were able to no-fail Wands as a benefit of the 'caster-class' Dilettante Feats (Wiz, Sor, Clr, FvS, Brd, Pal, Rgr). While they could also use Scrolls with caster-level checks this was a very limited capability as the Dilettante feat only granted a caster level of 1. In Update 8 a line of 'Improved Dilettante' Enhancements were introduced to increase the Dilettante caster levels as follows:
Improved <X> Dilettante I: caster level 3 at character level 5
Improved <X> Dilettante II: caster level 6 at character level 10
Improved <X> Dilettante III: caster level 10 at character level 15
With these new Enhancements it becomes far more feasible for Half-Elves with a caster-class Dilettante Feat to use Scrolls with caster-level checks. The purpose of this guide is to list the useful Wands and Scrolls useable by the various Dilettantes.
This list is not comprehensive as there are many Wands and Scrolls in DDO that are just not very useful, or are only useful at low levels (and low levels in DDO are very fast and easy to get past). I have therefore only listed the Wands and Scrolls which satisfy the following criteria:
Are available from a vendor in either House P, House J, the Twelve Enclave or the Portable Hole
Are not 'save or nothing' effects since the DCs on Wands and Scrolls are very low
Are generally considered useful in mid-game and late-game
The Wands and Scrolls which satisfy the above criteria tend to be heals, buffs and utility spells. I have not listed any CC spells since these tend to be DC-dependant, but I have included a few staple nuking spells. Note that I have left some early-game useful Wands in the list (e.g. the +4 stat buffs) but have not listed the Scroll versions of these spells.
Dilettante vs. UMD
At this point I will pre-empt the Dilettante vs. UMD argument that will probably start as a result of this guide. The answer is: Dilettante is better while levelling (especially a first-life toon) but UMD is better at end-game when you have lots of ranks in UMD and/or a high CHA modifier, plus all the Shroud +CHA skills accessories, GH clickies and Luck trinkets needed to sustain a total UMD of 39 or more (a sustained UMD of 39 means you will always roll 40 or more when you attempt to use a Scroll, which is enough to no-fail Heal and other sixth-level scrolls).
For example, a level 15 Half-Elf with Cleric Dilettante has a 95% chance to succeed on a Heal scroll (or 85% chance with Favored Soul Dilettante). A level 15 toon with UMD as a class-skill would have 18 ranks of UMD, a CHA modifier of +2 (assuming starting CHA of 8 and a +6 item), and would probably have a GH clicky but no Shroud accessory and only a +1 Luck trinket, for a total of 26 UMD. This corresponds to only a 35% chance to succeed on a Heal scroll. A level 15 toon with cross-class UMD would be worse off even if they had a high CHA mod.

The spells in bold are those I consider to be the most useful. These are mostly defensive buffs (Blur, Shield, Stoneskin, etc.), summons or utility spells, but there are a couple of useful non-DC debuffs (Enervation and Waves of Exhaustion) too. Ice Storm is not as good as Wall of Fire but it is available in Wand/Scroll form, buy yours before a hotfix removes them from vendors!
Divine Dilettantes (Clr, FvS)

Yeah, don't take Ranger Dilettante just for its Wand and Scroll casting aspect...
Before Update 8 I recommended taking Brd/Pal/Rgr Dilettante as these offered both Cure Wand usage and a secondary benefit (Fascinate, Divine Grace, and Bow Strength respectively). However, now that Update 8 has given us the Improved Dilettante Enhancements I change my recommendation to taking Wiz/Sor or Clr/FvS Dilettante instead as these Dilettantes offer a much wider variety of useful scrolls.
If you want Bow Strength or Divine Grace in your build without needing to splash then by all means go ahead and take Ranger or Paladin Dilettante; however, if you want your Dilettante feat to let you Scroll-cast good spells useful throughout the game then Wizard/Sorcerer or Cleric/Favored Soul are the Dilettantes to take. I don't see much point in taking Bard Dilettante since Fascinate is not that useful without Perform ranks; you're better off taking Favored Soul Dilettante instead.
