Default Go to Fare trades in House Deneith(the pawn shop)

It may take a few trips and a little patience but I regularly find good weapons for 22k gold and up at the lvl4 vendor there.

Sorry, there is no crafting and you cannot purchase them at vendors. Your only options are to loot one or buy it from the Pawn Brokers (at base value + markup) or Auction House (at whatever price is listed).

Um, there are the weapon brokers. House Deneith, over on the side. It's a store that sells only what players have sold to it. Generally gives you more money selling there than to any old shopkeep, and you don't have to deal with overpriced auctions. That said, there is currently no way to make your own weapons at this point in time. Crafting is "in the works", so we'll see. Otherwise, just keep on trucking. I've had characters all the way up to level 7 or so before they got anything beyond +1, +2, or +1 pure good. Just because everyone else has them around you, doesn't mean you need them yet. They have leftovers from higher level characters they use.

Yup you can use the Mail system to send items from a character to another character. The stamps will cost you depending on the value of the item being sent. Just be sure to spell the name of the recipient correctly. You only use the first name as well.

Mail it, or, if they aren't both yours (or you have a trusted friend) trade it.

I wouldn't worry too much about the elmental weapons - you'll get there soon enough. Your first character may not be able to afford the cooelst stuff right off the bat, but with a bit of questing under his belt you'll eb bael to afford some good weapons.

    Default don't go wild

I would also add that once you are able to afford elemental weapons (or other extra damage weapons like pure good) don't go overboard getting one of each (one fire, one cold, one holy, etc) as that is a good way to chew up your money at level 8. Try to pick up one weapon that has many uses (e.g., a cold or fire or electrical) and perhaps have one vanilla but higher to-hit for use on those monsters immune to your primary weapon's elemental damage. For example - maybe you have a +2 flaming burst scimitar. To lay the smack down on fire elementals a +4 scimitar could be a cost effective solution. Eventually you'll find different elemental weapons that will improve your damage output in specific circumstances.

And then at higher levels you'll discover that some of the monsters are using resists themselves - fire mephits with cold resists for example - so using a "less optimal" weapon like shocking works out better.
