Figured it out.

Switching from my main set up (TF and LGS with +33 implement bonus) to a non implement weapon did not change spell power.

No potency item is on. TF is negative +150.

When I switch out the TF and the LGS with Coffin Nail from e3bc (which I don't think has an implement bonus) there is no change in spell power numbers.

Does LGS even have an implement bonus?

Is there anything that supercedes Implement bonus spell power?

When I unequip my TF (other weapon is LGS) the spell power screen does not change. I would have expected a 33 point drop.
