Where do we buy spell scrolls?

The Artificer Scroll Vendor, Taniera Grisvill, in House Cannith has at least some Alchemist scrolls for sale.
I also found the lvl 4-5 arcane scroll vendor in house J's House of Wizardry, Aurimir Palance, gives an option upon selecting him to choose Alchemist Recipes. It's a reasonable assumption that other arcane scroll vendors might function this way also.

They are unbound. Maybe roll up a iconic and take wizard levels just to teleport & buy them and then pass them through a shared bank.

guild vendor in house K sells teleport scrolls IIRC
