Endless Fusilade is in the Battle Engineer enhancements Tier Four under Battle Mastery. Click on it and choose Endless Fusilade. You do need all the Weapon Training enhancements and spend 20 points in the tree to get it though.

The Enhancement system (http://ddowiki.com/page/Enhancements) was completely overhauled in Update 19 (U19) two years ago. If playing an Artificer, you should still have access to Endless Fusillade, but your Enhancements were reset the first time you logged in. You can read the wiki page for more details about the new system; if you need help updating your arty for the current game, Dubbell O'Seven (https://www.ddo.com/forums/showthread.php/386775-Dubbell-O-Seven-casting-ranged-focused-artificer) is an oldie-but-goodie.
