So I use to play just before (or shortly after) the release of Forgotten Realm expansion pack, I originally playing a two weapon fighting with Elf with Scimitars. I was wondering any have recommendations on how to continue as I no longer remember how I was planning on building her, and I sounds like there has been several new changes.

My stats as followed

STR Base 19 + 4 Tome
DEX Base 15 + 4 Tome
CON Base 13 + 4 Tome
INT Base 13 + 4 Tome
WIS Base 15 + 4 Tome
CHA Base 8 + 4 Tome

Balance 42 (rank 16)
Disable Device 33 (19)
Search 42 (rank 18)

Hero Past 1 Fighter
TWF, GTWF, ITWF
Weapon Focus Slashing, Greater Weapon Focus Slashing
Improve Crit Slash
Weapon Specialization Slashing weapons.

Also I remember there being a character planner I could get.

TWF builds are now the gimps of DDO.
LR and run a Single Weapon Fighter build with rapiers or daggers.
If you did an alignment change from lawful (since you had monk levels) you could add bard levels and add in the new swashbuckler enhancements to augment the SWF line.

You have the pre-requisites for Kensai, so presumably you were going to do something with that. Perhaps you intended Kensai II/Thief-Acrobat I (knockdown immunity, but don't remember if that required equipped staff - or maybe you just took it to keep up Search and DD)/Monk 2. It's not one of the more common class splits.

At any rate, it's not a terrible base, but could be made a lot more effective with your free LR+0 (you might want to hang on your free LR+20 which you should also have gotten). I would probably aim to end up with 12 Fighter/5 Rogue/3 Monk. Depending on when you took your Monk level, you could work in Master of Forms at 18.

You could try to check this by going to Fred in House Jorasco and use the feat swap feature. Try to find the feat selected at 12 (or 6 or 9, for that matter), and see if you can swap that into Adept of Forms.

This is a sample 12 Fighter/5 Rogue/3 Monk build. Skills are omitted since I have no idea about your levelling order, but the starting INT should be sufficient to max out Search, DD and UMD if Rogue levels were spaced out.
