I don't have any characters over level 8 but I have decided to build a PDK to farm some good equipment that my lower level characters can use as they level up. What are some of the best items (and where) that I can get with my level 15 that can be used by my leveling characters?

You're gonna have to add some more detail to that OP before anyone can answer that question for you - like what are your other characters that you're wanting to farm for? :p

First thoughts are running the Threnal quests for the Threnelian Warblade, a great weapon for L8-12 melees.
Run Relic of the Sovereign Past for the Adamantine Ore which has some very nice trade-ins for L8-12.
Run Church and the Cult for Silver Longbow, Cloak of Shadows, and Bloodplate armor.
Lot of nice items from rares in Sands of Menechtarun wilderness.
Run The Spawn of Whisperdoom and find the collectable items you can trade for a chance at Crystallized Widow's Eye or Widow Weave Cloak.

Cannith challenges can give some good gear. I'd also suggest trying to get into some subterrane Garamol-hunting groups since his chests have a good chance of pulling the sunblade & mace of smiting which are both very nice bits of kit (mace is ML6, the lowest level instakill-type weapon & arguably the best pre-epic anti-construct weapon available unless you get really lucky lootgen), plus there's some other decent things from there. Another good one is 3 barrel cove for some of the named gear there - the Tiefling Assassin's Blade is very sought-after for swashbucklers & the chieftain's spear quarterstaff is rather tasty too. Threnal chain has some nice named weapons too including another quarterstaff, the theurgic stave, which has a great base damage & crit profile, plus is adamantine so doesn't break as much *and* has 2 augment slots.

Do you have a shared bank? That's gonna be the deciding factor in whether you should bother farming for BtA gear; or if you have to settle for farming unbound or BtCoE gear.

If you going to roll up and Iconic, then you may wish to check out Shadow of A Doubt. It's L15 version of Haverdasher and has 3 items that are useful when you get into the teens. Around L14 ish you will more than likely want to upgrade your gear again.

Assassin Initiate's Leathers (http://ddowiki.com/page/Item:Assassin_Initiate%27s_Leathers) - Light Armor (End chest) I like to slot a blue sapphire of Heavy Fortification (L8) in it. I still prefer the Parasitic Breastplate (http://ddowiki.com/page/Parasitic_Breastplate) and it can be farmed easily with a new iconic as well. I upgrade it with Will Save for my rouge types. It's easy to get the ingrediants too.

Nightsinger's Mantle (http://ddowiki.com/page/Item:Nightsinger%27s_Mantle) is nice for bardholio swashers.

Pale Green Ioun Stone (http://ddowiki.com/page/Item:Pale_Green_Ioun_Stone) has +40 hit points and XP boost, which is the same as Voice of Master.

Hi OP, I suggest that you do not do the farming you suggest. You will create a high level character, spend lots of time in game with it chasing gear and have nothing else to show for it. That is up to you, of course, if you want to spend time doing it.

Just farm the gear at level--run around 3BC wilderness, at higher levels farm Relic of a SP, etc. Then you get xp, have fun, join PUGS etc. Low levels are not so impossible that they need special gear. Plan for your next TR now and target stuff at level in preparation for it.

There are really 3 cases I can think of for creating farming toons:
1) challenge runners (Ellisdee has those builds)
2) Dual-boxing at high levels for rare shinies
3) creating an iconic wizard to farm out soul gems

Threnal (http://ddowiki.com/page/Threnal) and Co6 (http://ddowiki.com/page/Cult_of_the_Six) have some decent ML:7/8/9 BtA gear; in particular, several armors with blue augment slots which you could use for Heavy Fort or PRR. FRG (http://ddowiki.com/page/Item:Visor_of_the_Flesh_Render_Guards) is still the only Death Ward clickie, AFAIK, so it's definitely worth having one or more of those for your non-divine chars. Carnifex (http://ddowiki.com/page/Carnifex) is still the best low-lvl 2H weapon in DDO. Marguerite's Necklace (http://ddowiki.com/page/Marguerite%27s_Necklace) + Master's Gift (http://ddowiki.com/page/Master%27s_Gift) makes a handy BtA twink item (False Life + 5% XP bonus) for low-lvl alts. Solo-farming Tor for dragonscales might be a bit much (though it's not hard to find PUGs); but relic-farming is a lot easier and the -craft armors (http://ddowiki.com/page/Update_17_named_items#Dragoncraft_.2F_Elfcraft_.2F _Giantcraft_armor) are decent, particularly giantcraft. [EDIT: you can also trade relics for augments in GH.]

Other than that, it's mostly a matter of figuring out what you want and browsing the wiki for BtA/BtCoE named gear you can farm for.

^Seconded. The only gear I really use with any regularity across low level characters that is named is the Chrono set and Carnifex and that's for a limited time. Much of the rest is just passing cannith crafted items* or whatever I bought off the AH. You'd probably be better served using the high level character to build up plat reserves and just buy random-gen items. They may not be the best in slot, but the drop rates on some of the named items probably doesn't warrant a high expenditure of effort acquiring when you're just going to level out of it pretty soon anyway. After a while, you just stop going to the bank to have the best in slot and go with good enough.

*If cannith crafted is an option (friendly crafter perhaps) farm out Sharn Syndicate quests for the BtA end rewards (non-named items). Then craft things like GFL, +6 str, etc.
