This idea would work better if there were a mailbox in Korthos, but it could serve just as well in the Harbour.

The idea is to have a box, like the kind you get when you roll an Iconic. Except this box would have lowbie gear. Perhaps it could have the interface that gives you a choice of items, like for skill tomes, or the birthday boxes.
Part of the idea is to have the part of the compose mail interface that allows you to invite people to your guild, you press "Guild Invite" and get a choice to add a Starter's Care Package (maybe for this package only, bring back some guild augment items requiring the person to be in a guild to use it?).

The choices could be:
Specialists Package
Arcane Package
Divine Package
Ranged Package
Sword and Board Package

An example/idea of the contents:

Specialists Package
+3 Thieves Tools
Jump pots
Fox pots
Cat pots
Cure pots
random specialist related clicky
Random relevant gear item*
1000pp

Arcane Package
Random ML:1 wand
Fox pots
Cure pots
Random relevant clicky
Random relevant gear item*
1000pp

Maybe throw in a random level 1 hireling not available in Korthos.

* Random relevant gear item should not be boots, neck, gloves or goggles (so as not to interfere with the Korthos Island items sets.).

This idea is probably too late, as the player base does not seem to be expanding; I guess you could extend this further by adding a "Send Gift" feature to the mail system.
Primarily, I see this as being another way for y'all to make us waste Astral Shards. But it would be nice if you could include some Plat items, even if you have to make them crazy expensive.

All items need to be BTC and no plat should be given otherwise I think it's an ok idea oh no to the guild requirement as well

Like. Agree on no Plat and BtC.

Also - loose the plat cap (or at least loosen it).

Also - throw in a week VIP pass - hook em young!

I would say weekend rather than a whole week VIP pass

/signed. I really like this idea. A new player box could also be provided to new VIP subscribers only, as an incentive to purchase a sub.

I have brought up the MMO Age of Conan a number of times in comparison to DDO and they have something like a starter box. New players can purchase a pack of powerful starter gear, along with xp boosts and other items. I would include something like this for new or returning VIP subs instead.

Turbine already implements such a thing.

In LotRO. :/

Listening to the DDOCast recently they were talking about how to help out new players to the game and I was thinking that some kind of a 'Welcome Wagon' would be a good idea, this would work well with a package of starter items.

There are a lot of unwritten rules to a game like DDO that can make play a whole lot easier for new players. Things like how to raise money on your own or how to find quests by yourself. Otherwise techniques such as telling the group off the bat that you are new, people will then be much more likely to help you.

It would be better as a player based welcome group on each server that might run new players through a couple easy runs and show them the ropes to the game. Finish things off with a little package of essentials would be great.

This would work a lot better with the blessing of Turbine and not solely as an player promoted activity. Something like a community letter in the mailbox to start things off with information on who to contact on your server for such a tour or if you only wanted the package you could go for that option as well.

Just my 2 copper pieces.
