I think it would be possible to create an adventure where the players could be aboard a vessel in movement that was attempting to port at an island or continental area that was engaged in naval or aerial battles as a preliminary to getting to a new quest area. It maybe optional with reward like the Desert Caravan. If you want to get advanced you could think of ways you can have guild air ship battles.

Also there should be allowed means to mark different locations other then the entrance to use dimensional doors inside both public areas and dungeons other then those predetermined...

There's only one quest that involves an airship battle, of sorts. It's "Acute Delirium," where (in your madness from Xoriat effects) you create an airship from beds and bookshelves and, while on it, can use ranged attacks to fend off a few chasing beholders. So, this concept isn't out of the realm of possibility for other adventures.

That said (and after answering in a similar question in another thread you posted (https://www.ddo.com/forums/showthread.php/440705-Explorer-areas-PVP-friendly)), DDO focuses on cooperative player adventures. There are specific locations for PvP, and airships (whether one or more) aren't part of the D&D theme. There's also likely a serious technical limit to how airship battles could work. Again, there are other MMOs for this.

Teleportation has some limitations to keep game performance from deteriorating, so if you can't teleport for some reason, it's because no one likes lag.
