Rather than Construct Essence, you may want to consider the Least DM instead; even w/out Emp Heal feat, it can still provide plenty of oomph and you'll be able to supplement with Heal scrolls eventually. Plus you get a cool glowing tattoo! Join the club! :D

I would skip Dodge, Aug Summons, WF:Ranged, and Power Crit to add a few metamagics like Maximize and SF:Evocation. Even if you don't want to go caster-focused nor use the AT SLAs, spells like Blade Barrier & TacDet are too useful to skip, IMHO.

You didn't list epic feats, but Combat Archery is now WAI, so I try to add it to my ranged builds if possible; but it does require base DEX 21, so you'll either need a bigger DEX tome or tweak your stats.

Have to agree with the healing mark for halflings, one feat and a few enhancement points is a pretty good payoff for the non UMD dependant heal, cure crit, and cure light (plus the leach mark that can remove negative levels) marks, which you can get as early as level 7 and have much better healing than from self repairs at 50% penalty.

I agree on most feats as well, though i still like augment summons since i build my arti dog to be a tank (at least through heroics, my arti has not made it into the epic stuff with a pet yet).

The low strength early on could be a weakness, few repeaters and collars for the pet and you are at the weight limit. Hope nothing zaps you to lower strength. If you can afford a lesser reincarn later on in the life you might want to shift points around to get 10 strength early on.
