Question: Does enabling global metamagics and toggling "always off" increase proc damage?
Answer: No.

Testing: Scorching ray on warlock sobrien. Shiradi tree reset, so only force and sonic procs possible. All epic PL's disabled.

Statistic used: t-test

Results: p = 0.994 (force), p = 0.33 (sonic) - not significant

Answer: Procs use crit chance of the element of the proc

Test: same as before, EH and EN warlock sobrien, scorching ray and sonic procs

Expected fire crit chance: 8% base + 10% enhancements + 18% item = 36%
Expected sonic crit chance: 8% base + 8% enhancements = 16%

Statistic used: Binomial exact test

Data: 15 crits out of 81 procs

Test 1: H0: crit rate = 36%
p = 0.0007

Test 2: H0 crit rate = 16%
p = 0.185

Inertesting, I did this a very long time ago, before crits were changed, and the procs used the originating spell to determine if they crit. Not sure if/when this got changed, but good to know for sure!

Well - I did some testing today and it looks like Mew beat me to the punch. I don't have all the pretty graphs like Mew, but I concur with his conclusion.

It's sad, but true - at some point Max/Emp on and spells toggled "always off" no longer affect Shiradi Procs.

I'm likely going to take another look at feats now that this has been brought to my attention. (Dodge/Mobility again anyone?)

Didn't check out Crit chance, but it would be fairly easy to check when I get back to level 27.
