Dodge doesn't add up?

Is there a known issue or something simple I'm missing? I have my monk, in PJs, so dodge cap of 25. Currently level 7, so +6% dodge from Monk, +3% dodge feat, +2% mobility feat, +2% spring attack feat, +3% ninja spy = +16% dodge standing naked. So far so good. Now add in a dodge +4% ring I found and my dodge is 19% (+3)? I'm not in a stance, so that isn't interfering with the calculation.

I found a pair of +1% dodge boots -- try them on and the expected 16%->17% change happens.

If I put the ring on my haggle bard (fighter 1 bard 14 purple dragon knight) with 0% dodge, it goes up to 4% as expected.

Is my ring busted? Is the description on the monk dodge bonus or spring attack line wrong?

I believe some dev has come out and said that there is a display issue with dodge chance, but that it works properly. Can't find that post atm, though.

I only have one item, so that shouldn't be the problem here.
