For many classes that cast spells, the same ability is used to determine the DC and the level of spells that can be cast so this isn't as likely, but for FvS CHA is used to determine the SP and level of spells that can be cast and WIS is used for the DC. My question is since you need a CHA of 19 to cast level 9 spells is this the total CHA including "temporary" CHA increases (such as a +6 CHA ring) or does only "permanent" CHA (starting abillity, level increases, tomes and enhancements) count?

As a follow up, how it is handled when either decreases (remove the ring or redo the enhancements)? Do you still have the spells, but you just can't cast them? Same for temporary decreases in CHA from any of a variety of causes?

All sources of Cha count toward the 19 needed to cast all spells.

If your Cha decreases for any reason, you can only cast spells based on your current Cha. Eg. if you remove your +6 Cha item and your Cha goes from 19 to 13, the highest level spell you can cast is 3.
