I've been wondering this a long time. All of these staves seem to say something like "+6 Implement Bonus to Universal Spell Power", then two types of damage is specifically enhances a great deal, and then another effect (often a crit enhancing one, spell penetration, etc). But then they also say something like "+40 to Universal Spell Power".

To me, that last part sounds like it would conflict with the +6 bonus that it started with. So are they boosting everything NOT mentioned by 40 (in this example), or by 46? If it's only by the higher of the two numbers, then I have no idea why they'd even mention the tiny number to begin with.

Thanks for your help.

If you have a T-staff with 60 Corrosion, 60 Glaciation, 40 Potency and Implement 6, that's actually a total of 66 to Corrosion and Glaciation and 46 to everything else.

Implement bonuses stack with everything except other implement bonuses. (Until level 16 Implement bonuses are only found on caster weapons, there are two high level named items that have Implement bonuses in other slots). Note the 40 and 60 do not stack (for say Corrosion) as they are the same named type of bonus (both enhancement IIRC)

Thaumaturgy staves all provide:
Some level of Potency
Two different spellpower bonuses (Devotion, Combustion, Glaciation, etc)
One random spellcasting buff

An enhancement bonus on any weapon provides an Implement bonus to spellpower. This Implement bonus stacks with equipment bonuses. The formula is:
enhancement bonus * 3 = Implement spellpower

So, in your example, it looks like you've got a +2 staff:
(+2 enhancement) * 3 = +6 Implement spellpower

Here is another example:

This staff would give you the following:
+66 spellpower to electricty spells (Magnetism + Implement)
+66 spellpower to repair spells (Reconstruction + Implement)
+42 spellpower to all other spells (Potency + Implement)
