There are a few questions floating around about this ability change (the acrobat question is a good one. As is equipment that grants additional uncanny dodges).

Mine however is simple: has anyone ever figured out if the 60% that is granted on clicking STACKS with base?

For example, my rogue which didn't have much dodge as of char copy, ended up with around 11% between gear and Autogranted dodge from IUD. If it stacked, then that would mean i would end up with 71% dodge for 30 seconds. Not unreasonable in my book. However, if it does not stack, or if it only stacks with gear, then it would be only around 65% (or even 60 if it didn't stack at all).

A loss of only 6% dosen't sound like much, but when you are surrounded and NEED to get away, that 6% can quickly be a lifesaver.

No, it doesn't stack. It replaces your current dodge bonus.
