Logged in to see whats new between 100-150 in crafting levels.

Nuthing as far as I can see except for duplicates of some stuff. From 101 to 150 several of the lower end stuff is duplicate above 100+. You will have things like heavy fort showing up craftable at 100 and 150 (I think) as well as other stuff.

If there's anything new in there it's hard to tell since the 10 extra pages are filled with redundancy.

The release notes say that those extra recipes should allow extra flexibility on where you can place those effects (as in what gear slots). Is that not the case?

Read the notes on that again. They specify that the higher level versions of shards have more options as to what items they can be grafted on to.

And the known issues list mentions that the shards don't show what the new options are.

If you look at the bound items machine and for example filter it to show dodge you will see +1 and +2 listed twice and the 2nd one can be put in any worn slot.
