Hey, I went for a skill orientated rouge build, but I am kindof stuck on where and how much I should put my ap and feats.
For reference my base stats are:
STR: 14
DEX: 16
CON: 14
INT: 14
WIS: 8
CHA: 8

Feats used: (Ones that had to be added and were not automaticly selected)
Two Weapon Fighting
(added due to human extra feat) -Power Attack

Enhancements:
Rouge Skill Boost 1
Human Versatility 1
Rouge Sneak Attack Training 1
Improved Disable Device 1
Improved Spot 1

Skills: (Skill name then the Number rank following it)
Balance - 4
Bluff - 0
Conentration - 0
Diplomacy - 5
Disable Device - 5
Haggle - 0
Heal - 2
Hide - 5
Intimidate - 0
Jump - 5
Listen - 0
Move Silently - 5
Open Lock - 5
Perform - N/A
Repair - 1
Search - 5
Spot - 5
Swim -0
Tumble - 1
Use Magic Device - 5


Tl;dr
How do I make a good skill based Rouge? And what skills should I put SP, and what enhancments should I put AP?

That out of the way:
Feats are fine. Don't use PA until much later in life.
The SP in Heal and Repair are useless. Put skill points into Bluff. Otherwise, distribution looks appropriate.

If by that, you mean that you've already spent skill points and are asking if they can be changed, the answer is no.

Unless you buy a Heart of Wood to reincarnate your character, and you're much better off keeping a low-level toon, or deleting it and starting again.

Good feats to have - (at least one) Toughness, full TWF chain, Improved Critical of the weapon type you use.

Good enhancements - the Assassin Prestige Enhancement and its pre-requisites, as much HP as you can manage.

I don't know what you mean by "skill based". In DDO, a full tilt Assassin is functionally identical to a full tilt Mechanic (the Prestige Enhancement most focused on skill skills) when it comes to doing skill work: disarming traps, opening locks, etc. However, the Mechanic is inferior to the Assassin when it comes to doing DPS work. Hence, you can do all the skill stuff you need without sacrificing DPS.

As a newer player, focus on getting the best possible trap (Search and Disarm especially) and HP gear for each level. Your DPS will be good enough.

In addition to the other suggestions, I'd also suggest Lipstick, Mascara and Eye Shadow.... ;)
