Perhaps make it so that if your toon gets "scare" cast on him/her then he/she shouldn't be able to open a door or a chest. I figure that if the toon is so frightened that it can't fight, then why should it be able to loot a chest?

Scare makes you scared of the caster and his buddies, not just generally. You can't bring yourself to attack them, but you can certainly grab an item or two off the ground.

Even if you are fully in fear you should be able to open doors as a way of escape.
But only spells that get you panicked force you to run away in a random path.

Furthermore you are supposed to be compelled to use spells as way of escape.
Haste and ddoor comes to mind, but teleport would be a nasty one, like a kind of self banishment 0.o
