I haven't seen this suggested before, but I think it would be a valuable asset to half-elf players, and possibly open up some build ideas:

What if half-elf dilly opened up class skills to the player (with the exception of pick lock, disable traps, and other specific rogue skills).

So a half-elf with the rogue dilly could put no penalty points into UMD, or one with fighter could put no penalty points into intimidate, ect...

I don't see that this would be overpowering, and could be beneficial for those wanting to experiment with build ideas (intimiclerics, clerics that can actually jump ;), ect..)

Might encourage some creativity and make half-elfs interesting for some of the "fringe builds".

But they're not all fringe builds, and this would make Half Elf the only race capable of working as such builds. I'm wary of that idea. I already hate that dwarves 1) are so aesthetically displeasing, and 2) are far and away better than other races at certain builds. I myself don't mind the half elf aesthetic, but I would feel bad for the people who do.

Of course, this would also disproportionately benefit non-bards: Currently, bard is the only pure-class way to get UMD as a class skill and Wand and Scroll Mastery. The alternatives involve splashing a caster class, so it's fair to say they're paying for the perk. I don't know that this is here or there. Bards are awesome, but they work differently from other classes. It's to be expected that some updates will leave them to fend for themselves.
