Staff should be equipable as an off-hand implement (not weapon)

Just as Gandalf carrying a staff & a sword , or, in DDO, the blackbone skeletal mage

DDO is based on the pen and paper game and staffs are two handed weapons. Wizards use them for their attributes, monks and rogues use them for smacking.

Plus Gandalf is a badass Istar, how could mortals possibly compare to him? =P

I don't recall Gandalf wielding Glamdring and his staff at the same time ...

In any event, you would need a short staff perhaps. Players have been asking for new weapons among other things for years. The cost to produce the effects are large though and thus, it is quite the undertaking for the devs.
