Levitate 2nd level and fly 3rd level were very much a part of table top along with a host of flying carpets etc. Why do they not exist in DDO?

Because they'd break nearly every quest in the game, and the Devs don't want to go back and redesign em all.

Bad enough we have DD.

Just like Mem said, they would break just about all quests and would be highly exploitable.

Walk into Haywire Foundry, cast fly...zoom up and talk to Haywire. Quest completion time: 15 seconds.

And that's not even going into the whole DFA thing. Archery needs a boost, but not THAT big a boost.

Fly wouldn't work in this game, for the explained reasons. Such a ability needs to be implemented from the start, with everything designed around it's use. Otherwise, you have people just flying to avoid most everything. Even Dungeon Alert would be useless to stop zergers in some quests. Unless it dispelled Fly. Which would mean the spell is utterly worthless.

Levitate can simply allow casters to walk over the surface of water without slowing down, and over pools of acid and lava without taking damage. However, this would mean you'd need to be able to tell the game to drop into the water when you need to swim below, instead of walking on top of it. Which means more specialized coding for what is essentially a situational use spell.

Probably not worth it, there are plenty of other spells they can add. I'd rather cast Resist Energy.
