Many ToD rings have +1 exceptional ability (stat) bonus. They can then be upgraded with the 9 Shavarath Trophies of War to add an additional +2 exceptional stat bonus. Does the +1 and +2 stack if it's the same ability? For example can I add +2 CHA to this ring below to bring it to a total of +3? I know this works with greensteel crafting...

its the same as for shroud items: excep +1 stacks with excep +2 but not with another excep +1

Exceptional stats stack as long as they are of different values. So yes the +1 and +2 would add up to +3 exceptional of that stat.

If you read the description it would say it stacks with all other enhancements other than +1

Considering Exc. +2 is different than +1, it should have been obvious they stack

so +1 from greensteel doesn't stack with +1 from rings theN?

Correct. They both give a "Exceptional stat +1 bonus"
This also applies to overlapping Greensteel and Dragon touched enhancments.

In this case there are 2 different bonus types:
Exceptional stat +1
Exceptional stat +2

Watch the naming convention for clues to whether or not crafted enhancements will stack.
Something like the AC insight bonuses are all "insight" bonuses but with different magnitudes which will not stack.
