I see that these spells have spell resistance applicable to them but cannot understand how this affects the CC aspect. Since they have saves, where does the SR come into play? And if the mob does resist it, what appears over/near the mob? I have not yet seen a "resist" word float up.

In part, I am wondering if using a +spell pen item would help these spells land more often? Thanks!

Spell resistance is a separate roll that is made by certain mobs before the Save is rolled. If you see a blue "force field" effect around the creature, the spell was blocked by spell resistance. If you are getting your spells blocked by spell resistance than a spell pen item/enhancement/feat would help, as it gets added to your roll.

Most mobs at lower level do not have spell resistance though. You may want to look up individual creatures in the compendium/wiki to determine if they have spell resistance or not. You will be better served by an enchantment item for command, than you you a spell pen item.
