TR question

My only reason to do TR would be the additional 2 points per TR. I have a lvl 20 sorc and would TR to put the extra points in CHA.
My questions are, When u TR does it increase the max points you can put in a stat to start such as a human sorc, can I raise his start cha from 18 which was max before at creation to 20? Then for the 2nd TR can it be raised to 22 at creation?

TR does not raise racial maximums, just gives you more points to spend within those maximums.
