Reincarnations - Drow

Do drow get an additional 2 points when the reincarnate? I have tried to look for the answer to this question to this answer but I haven't yet found it. Does anyone here know if drows become 30 point builds when reincarnated?

If you true reincarnate into a drow ( you can change your race when you true reincarnate) you get 30 points to spend the first time and cap at 32 the second time.
