Balance has less to do with toon development and more to do with content development.

In the beginning scorcs and wizards ruled all they had the dps to mow through monsters, witch is what 99% of the content is geared to.

Then came "balance" due to people complaining that wizards and scorcs were to overpowered killing to fast. Regular monsters in new content got a boost and now have 1000's of hp and high saves. The only reasonably fast way to take care of them is with stat damage. Therefor the meele swinging 1 stat damager and especially TWF because they swing 2 stat damagers become king.

The TWF ranger the wizie and the scorc were in game from inception. The only reason they became viable or became less so is due to content and specifically the monster HP and saves.

Inflated monster HP caused this current storm of nerf this becaus it kills faster. The only balance I want to see is monster balance. If monsters had less HP all the options for killing them would be viable, Melee DPS Caster DPS and Stat Damage. Work it out so the people who's job it is to kill monsters can do so in a reasonable time frame with their class tools.
